AI deployment remains constrained by HBM4/DRAM, CoWoS packaging, optics, networking, power, liquid cooling, water, permitting, and construction capacity. Optical cabling and bandwidth are emerging as additional rack-scaling bottlenecks, while GPU metering, settlement, financing structures, leverage, and customer balance sheets may determine whether demand converts into profitable utilization.
