States and courts challenge expanded immigration restrictions

Illinois, California, and other states are challenging expanded DHS discretion to penalize legal immigrants who use Medicaid, CHIP, food, housing, education, or other benefits. A federal judge separately blocked the international-student length-of-stay rule on September 15; appeals or revised policies could affect families, universities, research, and local economies nationwide.
