Global plastics treaty negotiations remain stalled

International negotiations have not yet produced a legally binding plastics treaty; the next reported session, INC-5.4, is scheduled for March 2027. Meanwhile, California’s SB 1053 and local marine, stormwater, and institutional recycling programs show policy and implementation continuing despite the multilateral deadlock.
