Ralphy Velazquez Call-Up Decision

Despite monster Triple-A numbers (16 HR in 21 games, leading Clippers in homers), Ralphy Velazquez is unlikely to be called up in September due to lockout/service-time considerations. The front office wants to preserve his ability to play in the minors next year. Additionally, there is a playing time logjam with Lowe, Fry, and Manzardo. The offense is improving but still inconsistent.
