Federal Court Rulings on Grant Terminations and Conditions

Courts continue to constrain politically driven grant actions involving the HUD $4 billion CoC NOFO, HHS/HUD grant conditions, and HUD/DOT conditions in the Santa Clara County case. On August 27, a federal judge blocked HUD's Fair Housing Initiatives Program overhaul and required use of the prior funding framework, preserving near-term applicant access while litigation and implementation questions continue.
