Agent ecosystems are increasingly framed as governed catalogs and controlled execution environments with ownership, lifecycle, metadata, access, approval, auditability, and discovery layers. The governance challenge now also includes public legitimacy: claims about social risk, safety, and acceptable deployment require transparent methods, accountable institutions, and evidence beyond vendor or advocacy framing.
