Fatal Highview Hit-and-Run Prompts Tougher-Penalty Proposal

The family of Adam Troutman, killed in an April Highview hit-and-run, and Rep. Chris Lewis are pushing a proposal to make a fatal hit-and-run without impairment chargeable as a Class B felony. A similar measure failed last session; new bill language and progress remain pending, and no change in law has occurred.
