Microsoft is expanding Copilot from an assistant into a persistent enterprise agent and orchestration layer through Copilot Studio, Agent 365, governance, identity, runtime security, local execution containers, and intelligent cloud/device routing. Windows 11 26H2 and Nvidia-based AI PCs confirm ongoing product execution, but adoption remains below 7% of Office 365 seats, usage-based Copilot Business billing is delayed, hardware is expensive, and customer ROI remains unproven. Reports of reduced internal Claude spending may signal vendor-cost pressure or a shift toward Microsoft’s own models, but remain insufficiently verified.
