GENIUS Act stablecoin rules move into implementation

The OCC finalized rules addressing payment-stablecoin reserves, redemption, risk management, and some custody activities, effective January 18, 2027. Comptroller Gould says community banks may explore issuance through subsidiaries, with requirements scaled to issuer size and risk and the same standards for banks and nonbanks; applications are not open, and AML, sanctions, and practical interpretation remain open milestones.
