China scales AI talent and industrial-model capacity

China has expanded from no undergraduate AI majors to more than 626 institutions, alongside stronger university-industry integration and experiments with digital-human instructors. The 15th Five-Year Plan agenda reportedly targets about 100 AI industrial parks and 1,000 model enterprises, especially through AI-plus-manufacturing, robotics, and 6G, though quality control and implementation remain uncertain.
