Council adopts new rules and moves regular meetings to Armory

Council approved new rules 7–2 on Oct. 26, including livestreamable, minuted committee meetings and a new process for routing public-records requests. Regular meetings move to the Yoctangee Park Armory on Nov. 9, with a lift available for stair-free access; permanent chambers remain unresolved.
