San José Housing and Development Planning

San José is conducting the General Plan Four-Year Review and preparing its next Housing Element, with housing capacity and development policy at issue. The City’s 761 Fleming Avenue public-review draft MND proposes annexing and subdividing about 2.08 acres into nine residential lots, extending Townsquare Drive, and retaining one existing home; comments are due November 18, 2026. Review also covers the 18-unit Emory Street Townhomes Project and the Orchard Parkway/Atmel Way proposal, with a Planning Commission hearing scheduled for October 28.
