Georgia CUVA Amendment 1 and conservation-use land policy
Georgia voters will decide Amendment 1 on Nov. 3. If approved, it would increase the per-owner CUVA acreage cap from 2,000 to 4,000 acres beginning in 2027, while retaining the 10-year covenant and recapture rules; it changes eligibility, not the tax rate. Nearly 200,000 parcels use CUVA, and about $330 million was shifted to other taxpayers in 2024, but the measure’s conservation outcomes and fiscal effects remain uncertain.
