Russia Sanctions Bill (Lindsey Graham) Passes Senate

Senate passed the Lindsey Graham Russia-Iran sanctions bill 86-11, named after the late senator. Bipartisan move to squeeze Russian energy revenue and expand Iran sanctions. Bill now heads to House, which is on recess until September; tariff authority concern from Hirono and House Dems may complicate passage.
