A suspect was arrested in the fatal September 6 Belltown shooting of a 23-year-old woman. Separately, a man died after being handcuffed in Georgetown while awaiting medical aid, prompting an Independent Force Investigation Team inquiry; a Pioneer Square stabbing also briefly disrupted Link service.
