Second former Clerk of Courts employee sues over alleged racial discrimination

Ronald Winphrie has filed a second lawsuit alleging racial discrimination and discriminatory termination by Mahoning County Clerk of Courts Michael Ciccone and the office; Ciccone has not yet answered this suit. The allegations remain unproven, and the earlier Scott case is also pending, with Ciccone denying wrongdoing and mediation planned.
